Dear Sir,
I have purchaced a maruti car (Alto Lxi) in the month of november 2007 from M/S Spectra Motors, Borivili, Mumbai by paying the total on road price to the dealer. But after two years I got a notice from the NMMC cess department (copy enclosed) that the cess amount has not been submitted by the dealer with the department. Now when I contacted M/S Spectra Motors regarding the same, they are saying that we have not submitted the cess. This is to inform you that this is a clear case of cheating to the customer by M/S Spectra Motors to me. I am attaching the details as under:

This is to inform you that today i.e. on 25/12/2010 i.e. after more than two years I have submitted Rs 4323.00 (As cess plus interest on cess) with the Navi Mumbai Cess department which is supposed to be submitted by the dealer.
You are requested to kindly take steps to stop any future cheating by M/S Spectra Motors,Borivili to avoid this kind of cheating to customers.
Moreover although I have registered a written complain against M/S Spectra Motors,Borivili, neither Maruti nor the dealer replying to my complain.
My complain is why NMMC Cess department is not taking action against company like Maruti Suzuki Ltd & dealers like M/S Spectra Motors Ltd, Borivili who are cheating to the customers. It is the duty of the dealer to take cess from customer & submit to the NMMC Cess department. Then why NMMC Cess department is sending notices to the customers?
You are requested to kindly interfere in this issue & give justice to me.

how can get a NOC certificate from cess dept if i cant registered with dept

The rate of cess is low. But there are hidden items like exorbitant interest, penalty etc.
